вЂќThe European Union and its Member States express solidarity with the United States regarding the impact of malicious cyber activities, in particular the SolarWinds cyber operation, which, according to the United States, was conducted by the Russian Federation," Borrell said in a statement.
Borrell states that the EU shares the partners ' concerns about the increase in malicious cyber activities and, in particular, is alarmed by the recent increase in an activity affecting the security and integrity of information and communication technology (ICT) products and services, which can have systemic consequences and cause significant damage to our society, security, and economy.
вЂњThe European Union and its Member States continue to work on the creation of an Action Programme for the Development of Responsible State Behavior in Cyberspace within the framework of the United Nations, based on the work of UN groups of governmental experts in this area... ",- said Borrell.

Earlier in the day, it became known that US President Joe Biden signed a decree on the introduction of sanctions against Russia. The restrictions were imposed on 32 legal entities and individuals from Russia who attempted to influence the US presidential election in 2020, as well as other acts of disinformation and interference.
The United States has banned its companies from directly buying Russian debt issued by the Central Bank, the National Welfare Fund, or the Ministry of Finance of the Russian Federation after June 14, 2021. Sanctions were also imposed on eight individuals and legal entities associated with Crimea.
