Another official was found dead on Friday.
The two deaths are linked to a decision by the South Korean government this week to declare war on property crimes.
It is noted that about 20 employees are suspected of trying to use classified information to buy undeveloped land.
The scandal has sparked outrage in South Korea as property prices in and around Seoul have soared, making it harder to find affordable housing.
